Anthony (Tony) Puntin, P.E. M.ASCE is the Director of Civil Engineering for the Manchester, New Hampshire office of the Louis Berger Group, Inc. He is responsible for development and management of the Civil Group, which provides a variety of engineering services to municipalities and private clients throughout northern New England. He joined Berger in 1998 and has more than 15 years of planning and design experience in many facets of civil engineering. Tony has served in many leadership positions in the New Hampshire Section, including 2004-05 President. Tony was 2002 Chair of the committee that produced the New Hampshire Infrastructure Report Card and contributed to the update of that document in 2006. He is currently a member of the Infrastructure and Research Policy Committee, a corresponding member of the Committee on Governmental Affairs (CGA), and a member of the Committee on Geographical Units (CGU). Tony is a 1992 graduate of the University of Massachusetts - Amherst. He is a licensed Professional Engineer in several states.

Work Experience
George has 35 years professional experience and is a Vice President and Principal Project Manager with, PB Americas, Inc. George has extensive engineering experience in the design of highway and bridge facilities. He has designed and managed numerous complex infrastructure projects, including the preparation of environmental impact statements (EIS), and the development of planning through final design documents. In addition, Mr. Moglia is a registered Professional engineer in New York and Connecticut.

Leonard Cilli, A.M.ASCE (2008-2010)

Leonard Cilli is a Region 1 Governor of the American Society of Civil Engineers (ASCE), representing civil engineers in the Northeast United States, including Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, and Puerto Rico.
After working for several civil and environmental engineering firms for 25 years, Leonard started his own environmental consulting company 8 years ago. His career has spanned various roles in geotechnical and environmental engineering design and construction management. Recently, Leonard has concentrated on contaminated property transfer projects for developers and commercial clients. These projects generally involve an environmental assessment of the property followed by the design/implementation of an appropriate cleanup plan and finished with an approved and developable property.
Leonard became active in ASCE at the local level during the 1980’s working his way up to Central Jersey Branch President and NJ Section President. He has been a member of the Committee on Geographical Units (CGU), previously known as the Committee on Section and Branch Leadership (CSBL) for the past 3 years. Leonard was appointed to serve a one year term as Region 1 Transitional Governor in 2006. He is a 1985 graduate of New Jersey Institute of Technology with a bachelor’s degree in civil engineering.
Leonard and his wife Patricia reside in Jackson, NJ, along with his two daughters Jennifer and Sophia.

Mark P. Rusnica, M.ASCE (2008-2010)

Mark P. Rusnica is a Project Manager with the Dormitory Authority of the State of New York; a public benefit corporation which finances, designs and constructs health care and educational facilities in New York. His 28 year career has spanned various roles in building design and construction; including campus master planning, hospital facilities design and construction management, code compliance review, quality assurance and GIS and management information systems development. An active member of ASCE since his student membership days, Mark served on the board of the Mohawk-Hudson Section (Albany, NY) in various roles, including 2002-03 President, and has served on the Executive Committee of the Construction Institute Owners Directorate. He is currently a member of the Life Member Forum Task Committee and a corresponding member of the Committee on Governmental Affairs (CGA). Mark earned an associates degree in construction technology from Hudson Valley Community College and a bachelor’s degree in civil engineering from Union College.

William (Billy) Cunningham is a Project Engineer with Siefert Associates in Naugatuck, Connecticut; specializing in construction engineering services for the highway/heavy construction field. His talents include temporary bridge/structure and rigging design, demolition and erection planning, and crane layout & safety. Billy has served on the Board of the Connecticut Society of Civil Engineers Section in various roles, including 2004-05 President. He has also lived in the Metropolitan Washington, DC area where he was very active in the National Capital Section. There he was President of the Younger Member Forum, a member of the Construction Technical Committee and served on the 1996 National Convention Host Committee. He is a graduate of Clarkson University with a bachelor’s degree in civil engineering.

Russell D. Porter , P.E., M.ASCE,

Russ Porter received his Bachelor of Science in Civil Engineering from the State University of New York at Buffalo. He joined the staff at Passero Associates in 1976. His work included municipal improvement and land development projects. In 1986 he joined the large retail grocery chain and managed the permitting and the development of stores throughout the north east. Russ was responsible for the development of geotechnical, traffic, storm water, waste water, lighting and landscaping designs and studies. In 2003 Russ joined with Adjusters International, Inc. in their public assistance division to assist municipal governments in their federal grant applications to FEMA during declared emergencies. He was involved with some of the most highly publicized disasters to effect the nation, including the 9-11 attacks at the World Trade Center, the Florida hurricanes of 2004 (Charlie, Francis, Wilma) and the devastation of Hurricane Katrina in New Orleans in 2005.
Presently, Russ is a project manager with Costich Engineering and specializes in commercial land development and municipal improvement projects. His involvement includes all facets of site engineering including zoning, land use, geotechnical, flood plains, traffic, environmental site assessment, wetlands, water supply, waste water, storm drainage, erosion and sedimentation control, lighting, landscaping, environmental assessment and mitigation.
He is a licensed Professional Engineer in New York, Pennsylvania and New Jersey and a member of the Institute of Traffic Engineers and American Society of Civil Engineers. Russ has served on the Awards Committee at ITE. Since 2002, Russ has served ASCE as a member of the Board of Directors (Director, Secretary, Vice President, President Elect and President) for the Rochester Section, on the Career Guidance Committee for the Section and as a delegate to the New York State Council and the District and Region meetings. Russ was recently elected as a Regional Governor in September 2008.

Shawn P. Kelley , Ph.D., M.ASCE (2010-2012)

As an Associate for GeoDesign, Inc., a geotechnical, geostructural, and geoenvironmental engineering services firm, Shawn manage's Civil projects involving Geotechnical Engineering. He specializes in earth retention and slope stabilization projects, deep and shallow foundation design, geotechnical instrumentation, and in situ soil testing . He also manages GeoDesign’s soil testing laboratory in the Company’s Vermont office. Shawn has served on the Board of the Directors for the Vermont Section in various roles, including 2007-09 President. He also serves on the Web Advisory Task Committee (WATC) for ASCE. He is a graduate of University of Massachusetts with a Bachelors, Masters and Ph.D. degrees in civil engineering.

Anni Autio, P.E., M.ASCE

Anni Autio is former ASCE Zone 1 Vice President, former District Director for the New England region and past president of the Boston Society of Civil Engineers Section where she continues to serve as the Section’s Historian and Membership Chair. Professionally, Ms. Autio is a senior project manager at CDM in Cambridge, MA where she specializes in regulatory compliance and remediation. She currently manages a multi-million dollar analytical testing program that supports the Libby Asbestos Superfund project in Montana. This work is being performed through an interagency contract between the Volpe National Transportation Systems Center and EPA Region 8. She also managed another multi-million dollar interagency agreement between the Massachusetts Bay Transportation Authority and the Massachusetts Highway Department to support three subway station modernization projects that were constructed during the Central Artery/Tunnel project (aka Big Dig) in Boston. Ms. Autio is a licensed professional engineer in Massachusetts and holds a B.S. in Civil Engineering and an M.S. in Environmental Engineering from Worcester Polytechnic Institute.
